I can click it to private browsing

tried developer mode w/ the add ons disabled and still does the same thing

I've seen lately several reports that the "Ctrl+Shift+P" keyboard shortcut to open a new private window isn't working.

This could be a problem with other (security) software installed on your computer.

Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.
