Google has a service called "Takeout" through which users can download all of Chrome's synchronized data, including history and bookmarks, in a zip file.

Does Mozilla have such a service for Firefox sync?

Not at present, no. Please appreciate that Firefox Sync is designed to help transfer data between copies of Firefox and is not an online backup like a Google Account.
