Chosen solution

Yes, certificates and passwords are included in "Forget About This Site". You can search for lines that start with 'const' on this page to see what items are included as there are a lot.

Certificates:

Passwords: https://searchfox.org/mozilla-release/source/toolkit/components/cleardata/ClearDataService.jsm#line-395

Note that if you use a Primary Password then you can prevent losing passwords by canceling a PP prompt in the Password Manager (Lockwise) to force a logout. You will then get prompted to enter the PP when you use for "Forget About This Site" and cancel this prompt as well.

You can manually log out in the Security Device manager and check the current state.
