A few web sites load very slowly (3 to 6 minutes)

When I try to open some in.gov/dnr sites, e.g. in.gov/dnr/parklake/inns/springmill it takes about 3 minutes before the page is rendered, and continues to load for another 3 minutes. I tried google-chrome and it rendered the page in about a second and then continued loading for about 1 minute. I am using ubuntu 18.04.02.

I'm having the same issue in both browsers and I've tried on my phone and computer. Is anyone else having this happen for them? This may be a slowness on their end.
