Why does the image data saver option in FF for Android not work consistently across websites?

In Firefox for Android 54.0.1 (Tools, Advance, Data Saver Show images only over Wi-Fi turned on), some of the canada.com websites such as http://vancouversun.com and http://ottawacitizen.com will load photos for the top of the home page, but then the rest of the page has video and photos blocked. Is this option now broken?
