Common sites like deviantart.com claim that they have been blocked from my country when they clearly have not - any workarounds?

As seen here - http://imgur.com/cMIYZri - deviantart.com claims that it has been blocked from Russia. That is obviously not the case. I have checked every link given on that page, and none of them said anything about it being blocked. The same applies to several other sites. The firewall is offline, and so is the anti-virus.

I can't read russian, so I'm not sure what the message is saying exactly, but it does look like a legit message. I guess you could do a few things:

Did you check the connection settings?

Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
