CANT CONNECT TO PROXY
You've explained how to fix the error message "firefox proxy is refusing connections" by turning off proxy setting in internet options, but have not explained what to do if you want to use a proxy, like myself.
How to you use firefox to connect through a specific proxy without it triggering an error that the proxy is refusing connections?

If you get this error message then this means that the IP that is configured doesn't connect to a proxy (there is no response) and it is likely that the proxy is down or otherwise not working.
Are you sure that you entered correct and valid data for the proxy configuration parameters?
