Can't save a draft of a forwarded message

I am using Thunderbird 52.8.0 (32-bit) on Windows 10. I am trying to forward a message that has a large attachment. I do not know if the size or presence of the attachment is significant. I cannot send the message or save it as a draft.

An error message is: Unable to save your message as a draft. Unable to open the temporary file C:\Users\XXX\AppData\Local\Temp\nsmail.doc. Check your 'Temporary Directory' setting.

A similar message appears when I try to send the message.

I have not had a problem with forwarding before. I can reply to the message, change the addressee and save that as a draft, but not forward it.
