Per the "references" table [1] thru [5]. Only 1% "of qualifying users" in Firefox 48. Firefox 49 will be 100% "of qualifying users", unless the 1% in Fx 48 have problems that take too long to fix and the full "ramp up" is postponed to a later version.

The limiting factor will be the users installed extensions, IMO.
