deleted emails won't stay deleted, keep popping up as new emails

Sounds like you may have a corrupted folder. I'm presuming you are talking about the Inbox folder. Move all good emails out the Inbox folder into other suitable folders for storage. Delete all emails you do not want. When Inbox is empty, right click on folder and select 'Compact'.

I delete several emails each day and so compact my Inbox and empty and compact Junk each day. Normally, you do not need to empty the Inbox before compacting, but if there are any signs of possible corruption then it is wise to do as advised above.

I do not know how frequently you compact those folders, but I would strongly advise that you read this info on compacting as it explains what it does and why it is important.

In addition, it may help to understand the Size of your folders by using this: 'View' > 'Layout' > 'select 'Folder Pane columns' OR 'Menu icon' > 'Options' > 'Layout' > 'select 'Folder Pane columns'

then enable the 'Size' column - see image below.

Deleting an email will not reduce this size as email has not been completely deleted at this point. After compacting the size should decrease.
