I have winXP SP3 running on a Core2 Duo T5500 @ 1.67 GHz w/ 2 Gb of main system ram. It's an old laptop (2006). I do not plan on upgrading or buying a new PC or OS. Can my system run the new version of Firefox? I'm currently using Firefox ESR v 52.5.3

I've been told my system will NOT support the new version of Firefox. Is this true? Thanks.

Firefox 52 ESR is the last version that runs on Windows XP, so you can't use more recent Firefox versions.

Current Firefox releases require Windows 7 and later. Users on Windows XP and Vista have been moved to the Firefox ESR version.

Firefox 52.9.0esr out on July 3rd 2018 looks to be the last update for Firefox 52 and to still support WinXP/Vista. Not counting the chemspill updates for security or stability that would result in say 52.9.1esr for example.
