This was a big change in 4.0 that gets lots of complaints about not working and the help being no good, this may very well be that help that is no good because there is nothing shown at all in settings and that is where the answer for most people would be.

A change was made with Firefox 4 from being asked at the end of a session if you wanted to save your tabs, to your ability to pick up the previous session from the default home page (about:home) and from the History menu ("Restore Previous Session").
