My passwords are not syncing to my new desktop.
When I set up my new desktop with Firefox it synced the bookmarks with my laptop but did not sync any passwords. The passwords did sync with Firefox on my android phone.

Most likely your desktop simply hasn't successfully finished syncing your browser history, so it hasn't reached passwords yet. (Passwords, prefs, and tabs are the last to sync.)

How long should I give it to finish the sync?
It should only take a few minutes, but it'll depend on your device and network connection, and how much history you have stored on the server. If it's not done in an hour, I'd be concerned.
(You can also open preferences and disable history sync…)
