FireFox 4.01 does not recognize Java 6.0.17 for regular users only for administrators

In a close enterprise environment we have FF 4.0.1 that uses Java applet. I gave "modify" permission to all users on the Mozila directory and on the java directory. When I log on to the PC with an administrative user the applet works fine. When I look in the Plugins list I see the Java. When I log on as a regular user the applet doesn't work and the Java is not on the Plugins list. Are there any other NTFS permissions I need to grant?
