Thunderbird junk controls keeps a 'whitelist'. You select which address books you want to use as whitelists in Junk controls. There is also a settings for thunderbird to accept emails marked as spam by eg: SpamAssassin. So even if a good whitelisted email address is in one of your whitelisted address books, it will get put in Junk. You can uncheck that option to prevent it from occurring. See image below as guide.

Junk also keeps a record of what to put in junk if you have trained it to put specific emails in junk. You can choose to delete that file and retrain the junk controls. 'Menu icon' > Options' > 'Options' > 'Security' > 'Junk' tab click on 'Reset Training Data'. Caution: "Reset Training Data" applies to ALL of your accounts. There is only one set of training data, so don't reset it thinking it will only affect one account.

In the same location (Options) there is a checkbox to 'Enable adaptive junk filter logging'. If this is selected then there is a log. Click on 'Show Log' This will show you what Thunderbird has put into Junk/Spam folder.

In the profile folders there is a 'training.dat' file which contains the training data. It is not easy to read and I would not attempt to edit it. This file gets deleted when you reset the training data. This is the closest you get to a 'blacklist', but in essence, no there is no blacklist.

However, if in the accounts 'Junk control' settings, you have not designated the 'Bulk Mail' folder as where to put junk/spam mail, then it is the server putting those emails in the 'Bulk Mail' folder and you see it because you have subscribed to see the 'Bulk Mail' folder.

If the mail is moved to Bulk Mail at the account provider's end, add the address to the contacts list or address book that's available when you access the account through webmail. Adding the contact to your TB address book will whitelist the contact only if you're applying TB's junk controls.

Sorry, you didn't answer my question, which is: does Thunderbird keep a list of black-listed email addresses? I use Yahoo/AT&T for webmail, and it shows me a list of black-listed email addresses. I was wondering if Thunderbird does the same thing. If it does, how can I access the list?

FYI the email address for which his emails are sent to junk mail is in my webmail's contact list, and has been there since before this problem started.

TB does not keep a blacklist, but you're free to create a filter with blocked addresses - although that generally isn't an effective spam defense. If you're using TB's junk controls and finding it deficient, try resetting it and see if that improves the results.
