I click on a web page link to go to a document in this case it looks like a PDF and I get a browser window that says "Disallowed Key Character" This pharse does not show up in Firefox help anywhere

So it looks that either the file is missing or the link is broken otherwise.

Which page has that link and do all links on that page behave like that?

You can try to contact the site to inform them that the link is broken.
