Web Push is too loud compared to other sounds - how can I turn down the volume or use a different sound file?

The default sound that plays when I receive a Web Push on my Windows 8.1 desktop is (or at least seems) louder than the other system sounds. That particular sound is familiar to me from other situations, and I have long avoided using it because of this problem. Is there a way for me to use a different sound file for Web Push notifications? If not, is there a way to turn down the volume on Web Push notifications?
