Never mind you meant to 'open' the menu, I did and there it was. You may close the case.

Right-click in the Bookmarks menu or click Show All Bookmarks and then r-click in there, select New Folder. Be sure to right-click where you want the folder to go in the first place so you don't have to drag it into place after.
My Bookmarks menu doesn't have an entry: "Show All Bookmarks". (ver. 40)
