Assuming you are talking about a Spell Check dictionary, for anything except the en-US version of Firefox the user needs to install the dictionaries that they want.

If you are referring to the language used in the Firefox User Interface, localized versions are available here - sans the spell check dictionary (AFAIK). https://www.mozilla.org/en-US/firefox/all/
