Passwords not saved -- even though it says I'm saving them

Recently updated firefox -- previously passwords were saved even though I did not have a firefox account (not sync'd).

After update, password info is gone -- ok. Followed instructions to set up an account with sync'ing.

Now when I log in to a website I am asked if I want to save the password (I do!) so I "save" it.

However when I go back to that site the password isn't saved. If I look at my saved passwords there are none.

If I go to preferences and add passwords to sync that option disappears after a little while.

What other settings might be preventing passwords from saving?

I'm running linux and firefox 91

While it is possible that some other software is blocking the passwords, the fact that the issue corresponded to my firefox update inclines me to believe it is a firefox issue.
