offline can I open the web page/clip by clicking from History

once a web page/ clipping is viewed and closed, can I reopen the same by going to <history> in offline mode. This would allow to see the web page/clipping held in temp files with out down loading again from internet

I find this offline opening of web page/clipping is possible with IE8 even after the system is restarted afresh with the security rating 'disabled'.

In addition to the above I got one more problem. The display gets blank and does not recover. The only way I could restart the laptop by cutting the power and start afresh
