When I try to open a new tab, the dot continues to move back and forth but does not load the tab. Sometimes I have gotten the message: "A web page is slowing down your browser. To stop it close the page."

I have tried fixes suggested on the web, but no help, including clearing the cache.

No, it doesn't happen in Troubleshoot Mode, but it seems to have fixed itself. I saw a message about a crash, and when I reset Firefox it seems to be ok now. However, this slow web page message has been coming for a couple of weeks and getting worse.

If you use extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) that can block content (Adblock Plus, NoScript, DuckDuckGo PE, Disconnect, Ghostery, Privacy Badger, uBlock Origin), always make sure such extensions do not block content.

It is possible that your security software is causing the problem. Try to disable security software temporarily to see if that makes a difference.

Your System Details show you have a user.js file in the profile folder to initialize prefs each time Firefox starts. The user.js file will only be present if you or other software has created this file and is normally not present.

You can check its content with a text editor (right-click: "Open with"; do not double-click). The user.js file is read each time Firefox is started and initializes preferences to the value specified in this file, so preferences set via user.js can only be changed temporarily for the current session.

You can delete the user.js file if you didn't create this file yourself.

You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page (Root directory).
