Why does Firefox persistently block management of downloaded files in Windows 10 File Explorer?

Since I updated my OS to Windows 10, it seems every attempt to rename or relocate a downloaded file using File Explorer is thwarted, with FE returning an error saying the file is in open in Firefox (image attached). The only way I can accomplish either of these simple file management tasks is to entirely close out every Firefox window first and close any open file download. In fact, I can't even rename or delete a COPY of the file that's been placed in a directory elsewhere on my hard drive. If I try, I still get the error message saying it's open in Firefox.

What's the necessity for Firefox to cling to MY files that have been downloaded successfully to MY hard drive? This has made what should be a simple task of managing my own files and my own hard drive into a perpetual nightmare.

Did you download the file, or view it in Firefox?

In most cases, these are downloaded files in .pdf format. They aren't being viewed in Firefox, they're being manage in Windows FE, so they're not even open files when I'm attempting to manage names/locations.
