Firefox not fitting into frame correctly, slow and buffering on startup

There is a gap between firefox and the frame of the window. There is also a inconsistency at the bottom of the browser where it meets the window. Issue persists in safe-mode and all other firefox channels. Albeit, there is no gap or issue with firefox ESR.
