my web pages are too big--command plus 0 does not work, zoom - does not hold

I have an iMac. My web pages are too large. I used "zoom -" but it doesn't hold when I close Firefox. I tried "Command + 0" after "zoom -" but it reverts to the too large size. "Command + 0" does nothing to a too large page size.
