Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?

While you are in Troubleshoot(Safe) mode;

Try disabling graphics hardware acceleration in Firefox. Since this feature was added to Firefox it has gradually improved but there are still a few glitches.

That looks like a message from Google, not Firefox. It's possible that Firefox has already registered Google Voice but Google is not able to detect that. Maybe it only keeps track by setting a cookie and your Google cookies are getting cleared (by a Firefox setting, and add-on, or external cleaning software)?

What happens when you click "Register now" on that Google Voice page?

Yes, it is a message from Google Voice. I check the Firefox setting and the previous setting for tel, Google Voice is gone.

The settings in that section of the page are stored in the handlers.json file in your profile folder. Normally, that file is persistent for as long as you use the same profile. It's possible that the file has become locked and isn't being updated with changes to the list, or that the file gets removed periodically.

I also noticed your IT department is modifying some settings in your Firefox. To see what it is setting, you could check the about:policies page (type or paste about:policies in the address bar and press Enter to load that page). Normally the "Active" panel says "The Enterprise Policies service is inactive." Does yours list any policies related to how downloads open?

For some reason, the setting is now sticking. It is possible the problem occurred because I had two PC's with Firefox synchronized between them. Perhaps the PC with the setting turned off, overwrote the PC with the setting turned on. However, now they are both on and appear to be staying that way.
