How do I stop tabs defocusing and lowering fps

I like to play cookie clicker and watch youtube on my 2nd monitor and for some reason because cookie clicker is being focused youtube slows to a crawl. Its almost impossible to watch videos on their because of the low frame rate and performance settings don't seem to be helping with their being only 2 option none related to what I need.

I'm basically asking how to disable tab-defocus
