Background Updates

You can try deselecting Use a background service to install updates in Tools (Alt + T) > Options > Advanced > Update.

I think it would depend on the user account type on the PC. If you are using a Standard account with a standard installation of Firefox at the default location (usually Program Files or Program Files(x86)) this would work in that Firefox cannot update. You would have to change to, or start Firefox under a Administrator account.

You can still have a updates folder in "%AppData%\Local\Mozilla\Firefox\Mozilla Firefox\updates" that Firefox uses instead.
