I am trying to download a .exe file from a trusted site that I have previously done with IE. I want to designate the location where this downloaded file is to be saved. FireFox wants to save it in the downloads directory. Is there any way to have FireFox ask for a save location for all files downloaded?

Yes, you can change your Firefox settings in (Tools) Options -> General panel to choose a different Downloads folder or to have Firefox always ask you were to save files.
