Right click on top and click Customize...
Click and drag "New Tab " icon from there to the top and drop it. There should be the "+" icon.
If you mean the "New Tab" button you can open a new tab with "Ctrl+T". Supposed to look like a file folder, looks like an ink jar with a white plus sign.
The button has an additional advantage of being able to drag a link to it, such as if there is no empty spot on the tabs bar -- never an empty spot there if you have tabs-on-top.
