Synchronised search pages are switched to google search

I synchronise open pages to and from multiple devices that have diverse operating systems and OS versions.

My default search engine is the same on all devices, and it is not google search -- which I do not want to use.

When I open a synchronised search page on any of my devices, the URL is rewritten to use google search with my search string.

I have not found anything in the config page to resolve this (that doesn't mean it isn't there; it means that I haven't found it).

How do I make it stop?

n.b. if I modify browser.newtabpage.activity-stream.improvesearch.topSiteSearchShortcuts.searchEngines, it not only reverts to google, but it creates a duplicate entry for itself (which is also set as google).
