When opening any website, the scrolling feature of the mouse is inactive for about 15 seconds.
The cursor arrow will not change into a pointing hand for about 10 or 15 seconds, so scrolling is not possible immediately.

A possible cause is a problem with the file places.sqlite that stores the bookmarks and the history.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
