Flash Player keeps timing out at 12%

After the last update for Flash Player I got a message that the install failed and to do it manually. When I download the latest flash player from the Adobe site it keeps timing out at 12%.

I Googled this error and there are a few hundred people with the same problem but so far no answers.

Now I cannot get to any web pages that use Flash - they just will not load.
