I have 2 accounts on Thunderbird and one account has become redundant so I plan to remove it, however I am reluctant as I do not want to lose historic emails that I have moved to some local folders that I have configured. Will the local folders remain if I remove one of the two accounts?

Yes, Local Folders are not affected when deleting an account. If there is still mail in the account to be deleted make sure to copy those messages to Local Folders prior to deleting the account.

In any case, it's always good to create a backup of your Thunderbird profile on a regular basis. https://support.mozilla.org/en-US/kb/profiles-where-thunderbird-stores-user-data#w_backing-up-a-profile
