Windows FontSubstitutes not working on Firefox 89 (for available fonts)

Windows has a registry folder called FontSubstitutes where you can define substitutes for various fonts. For example, there's built-in rules to replace Helvetica and Helvetica Neue with Arial as neither of the former is installed on Windows.

I had added a few rules of my own to swap fonts like Segoe UI and Arial (with the pleasant Inter), and Firefox would honor these rules until v88. The "replaced" fonts would entirely disappear from web pages and even the browser chrome.

This is no longer the case on v89 with the big design refresh. Note that Segoe UI and Arial are both available in Windows, however Firefox 88 and below would bypass that and use the FontSubstitutes value instead (as it should, in my opinion). Unfortunately, v89 completely ignores FontSubstitutes if the fonts are available. This is similar to what the Chromium browsers (and many other apps) do, and it's honestly very annoying.

If there's an about:config or something else to revert this behavior, that would be great. TIA!
