As they say, a picture is worth a thousand words--here is a simple 3-step tutorial 3 step tutorial with the illustration of where/how to do this.
Step 1: Locate the unwanted folder in Thunderbird. Step 2: Right Click on it. (This activates the Pop Out menu, as shown) Step 3: Select Delete from the Pop out menu.

No. "Delete" is not one of the options when I right-click on "Templates."
