Drop down menus not working on touch enabled devices

Drop down menus have not worked in FireFox since the Windows update that came out end of March. The menus work just fine in Edge, but not Firefox (or Chrome). See video showing behavior. Whit's end. Any help greatly appreciated.

This is a Surface Pro running the creators update (same behavior persists on the version prior to the creators update). This behavior is repeatable on ANY touchscreen enabled device running Windows 10 and Firefox. It is not limited to the Surface. That just happens to be the example I had on hand today.

No problem on my touchscreen enabled device, running Windows 10 and (of course) Firefox   ........
Let's try Firefox in Safe Mode : If Firefox is not running : Hold down the Shift key when starting Firefox. If Firefox is running : 3-bar menu => ' ? ' (at the bottom of the dropdown) => 'Restart with Add-ons disabled'. Then OK the restart. A small dialog should appear. Click 'Start in Safe Mode' ( not 'Refresh' !)
