The search engine and home page are separate issues and both should be under your control.

After fixing the home page setting, if you click the Home button on the toolbar or launch a new window using Ctrl+n, does the home page display correctly? I will assume so, but if Firefox ignores your home page, or won't even let you change it, you have a different issue, so let me know.

Your "More System Details" indicates that there is an optional settings file named user.js in your settings. Firefox checks this file at startup and uses it to override your previous session settings. Unless you created the user.js file, it may be causing this problem. Please remove it using the steps in this article: How to fix preferences that won't save.

Note: By default, Windows hides the .js file extension and some others. To troubleshoot accurate, please set Windows to show all file extensions. This article has the steps: http://windows.microsoft.com/en-us/windows/show-hide-file-name-extensions

Any improvement?
