Why in Firefox 4 on Mac the keyboard shortcut command+` only switches between the two most recent windows, instead of cycling through all windows (as in Firefox 3 and all other mac applications)?

On a Mac, the keyboard shortcut command + ` cycles through the windows of a given application. Also Firefox 3 accepted this keyboard shortcut. In Firefox 4, instead, command+` only switches between the most recently used two windows and so never reaches the other open Firefox windows. I think that this is unwanted behavior and so a bug to be fixed in Firefox 4.

Note that I am never talking about tabs, I am talking about different windows of Firefox.
