Default Browser Setting is broken - Windows 7 & Firefox 63.0.3 64-Bit

Nearly every time I launch Firefox (63.0.3 64-bit), I get a dialog box stating Firefox is NOT my default browser with a box checked to check the default browser every time I launch. I set (or actually re-set) Firefox as my default browser, and uncheck the box to check to see if Firefox is my default browser upon launch. The same dialog box keeps appearing upon subsequent launches, and I have to start over. In Tools, under general start up options, Firefox IS the default browser, and "Always Check If Firefox Is Your Default Browser" is permanently checked in a gray box (I cannot undo this).
