When loading Firefox 4 for the first time in a session, I get an alert box that reads: "The operation can not be completed because of an internal failure. A secure network communication has not been cleaned up correctly." The browser then loads a set of empty tabs.

When I close and reopen the browser, it starts normally with all tabs running.

That is a known bug (Bug 588511) and will be fixed in beta 7.

Triggered by the "compatibility check" which shouldn't be running every time Firefox4.0b6 is launched, only after the Profile senses a different version number that was used on the last "run" of that Profile.

Any chance you are running a different version of Firefox using the same Profile?

Excellent point! Version 3.6 is still the default browser on the system with the issue. I can fix that.
