Sometimes notification about downloading appears in notification bar but no files were downloaded. I don't know what conditions needed to this, but the problem is for maybe a year. What is the extension of the file that you are trying to download and what is the address of the website that you are trying to download it from?

Try to clear your browser data

go to MIUI settings > Click on "Application" > select "Installed Application" > find "Firefox" > select "Clear Data" > Clear "cache" and Clear "Storage"

I suspect there is a malicious advertisement notification that triggers the downloading.

Could try and see if it is resolved.
