hi Rex, so far mozilla didn't provide any msi installers for it's products. that will change with firefox 65.0 that's going to be released next week and with the next 68esr branch - they will be provided in the form of msi installers which will hopefully be be surfaced somewhere on the download page or else made available through https://archive.mozilla.org/pub/firefox/ at least.

at the moment i think it's still unclear if this change in the firefox build process will also be backported to 60esr.
