Background scrolls when trying to reposition apps

I'm having a problem repositioning apps in FFOS 2.0 on a Firefox Flame. When I try to move the app icon (after tapping and holding) the whole screen scrolls in the direction I'm moving the app so I can't move the app relative to the screen. The only way to reposition an app is to drag it to the top or bottom of the screen, let the screen scroll up or down until the desired location is right on the edge of the screen, pull back slightly to stop the scrolling, and drop the app. It's a very finicky process because the screen scrolls quickly and it's hard to stop it at exactly the right spot. If I pull the app too far back from the egde the background starts scrolling in the other direction and I have to start over. There is no problem moving the app right or left, just up and down. This did not happen with previous versions of FFOS or on the ZTE Open. Any ideas? Is this happening to anyone else?

Nothing jumps out on https://bugzilla.mozilla.org/buglist.cgi?quicksearch=flame&list_id=12129735 so maybe worth filing a bug if you can reproduce the bug with clean user data.
