I cannot add bookmarks, my history file is empty for July, there is no history file for August. Have tried Reset Toolbars. No luck

I suddenly cannot add bookmarks. I can make new folders and move existing bookmarks into them. I tried Reset Toolbars - then Make Changes, but it did not help.

I bought this Mac in June. I have history for June. I have an empty history folder for July. There are no folders for August or September.
