The AMD GPU's can be a little to a lot more thirsty on power needs compared to the Geforce equivalents. The R7 260X for example requires at min 500w psu according to AMD.
I think the old GTK 650ti is comparable to the R7 260X but I would say a 750ti is better and it requires a min 300w PSU (while the 650ti required 400w). Most to all GTX 750ti does not need a 6 or 8 pin plug. Basically is it one of the best options for fairly recent off the shelf PC upgrading due to them often having weak psu's.
The price of the recent GTX 950 may not be much less than the GTK 960 for it to be considered over 950 still.
Also speaking of PSU's check out http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html as it will be a quick way to narrow down PSU option based on tier to start with and then you can pick based on your budget more easily.
Anyways as said this is off-topic for forum.
