Your ISP knows every site you visit. The gov't must have a reason first in order to check the sites and information you enter but it may not require your permission. We have a Do-Not-Track feature you can use to tell websites not to track you but websites do not have to follow that exception. Read more about it in: How do I turn on the Do Not Track feature?

what would be a reason for them too do that?

Enabling "Do not track" only makes Firefox send a DNT=1 request header and has nothing to do with privacy.
