Bug in prioritizing of plug-ins.I want to know whether I can raise this as a bug?

As per the MDN, loading and prioritizing of plug-in is based on its location. Firefox searches first in pluging folder and then the registery. But if there are two plugins of same MIME type, one in plugin folder and another in registery, then the plugin which is in plug-in folder has be given highest priority. But from Ver8.0, firefox priorities the plug-ins based on the modification date irrespective of its location. I feel this is a bug as per the MDN documentation. I want to know whether I can raise this as a bug?
