can I increase Font Size for the "Link Target" and "Tab Title"

Is there a command for increasing the font size of the "Link Target Box" that appears in the lower left corner of the screen when I hover over a link on a webpage? On my netbook, this Link Target is so small it's practically unreadable.

Is there a also a way to increase the font size of the Tab Titles? The writing that appears on tabs.
