Firefox keeps asking for master password

It seems that many, if not all, versions of Firefox are treating a value of 0 for security.ask_for_password as if it were a value of 2. It repeatedly ask for the password every security.password_lifetime minutes.

I have personally observed this on FF 3.6 and FF 6.0, and I've seen web reports of others observing it in FF 4. I'm not familiar with the FF code base, but this bug seems to have crept into every version some time within the last 2 weeks.

I believe I understand why FF is prompting for the master password; it's due to Sync running in the background.
